§ Captain Pluggeasked the Home Secretary what percentage of boys subjected to Borstal treatment are, on results, restored to useful citizenship?
§ Mr. H. MorrisonThis Question does not lend itself to precise statistical analysis. Experience shows that about 60 per cent. of persons discharged from Borstal are never reconvicted and that about a quarter of those who are re-convicted do well after receiving a further period of Borstal training. Generally speaking, Borstal training may be regarded as successful in 70 per cent, of cases.
