§ Mr. Ralph Ethertonasked the Minister of Supply why there was no explanatory memorandum attached to the Emergency Powers (Defence) Raw Materials (Paper) Order (S.R. & O. No. 938 of 1943), which amends seven earlier Orders and deals with flock rags, the transport of waste paper and binder twine; and if he will state the purpose of the Order?
§ Sir A. DuncanConsideration was given to an explanatory note to the Order referred to, but none was attached since the purposes of the Order were considered to be clear on the face of it. They are, to vary the maximum prices for flock rags, to exempt farmers' purchases and sales and acquisitions of used binder twine from provisions of Control of Paper Orders, and to make an alteration of areas for the purposes of restrictions on transport of waste paper.
