§ Mr. Leachasked the Secretary of State for India whether he is aware that some of the unvaccinated men arriving in areas where there is a danger of smallpox are confined to barracks but sent out of the camp every day on duty, while others are allowed the same liberty as that allowed to vaccinated men, action of this kind being dependent on the views of the commanding officers; and whether, if it is 1838W necessary to confine unvaccinated men to barracks, he will give instructions that the confinement to camp is to extend to their hours of duty as well as to their leisure hours?
