§ Mr. BevinThe primary responsibility for the efficient use of women's labour, whether in industry or the Services, rests with the employer and the Department concerned. Officers of my Department are in addition constantly undertaking inspections of firms and Government estab- 1553W lishments employing civilian labour in co-operation where necessary with the Department concerned.
