asked the Parliamentary Secretary to the Ministry of War Transport whether, inasmuch as in the absence of negligence there is under the existing law no liability upon owners or occupiers of land adjacent to highways in respect of damage caused by animals straying on to such highways, he will, with a view to ensuring the safety of the public, cause the law to be amended so as to afford protection to persons lawfully using such highways?

The adoption of my hon. Friend's proposal would make it necessary to fence all grazing land which is adjacent to a highway. I am sure he will recognise that that is quite impracticable at the present time.
