asked the Parliamentary Secretary to the Ministry of War Transport what control is exercised by regional traffic commissioners over divisional and area haulage officers, respectively, in relation to material, supplies and routes; and what orders of these officers are subject to confirmation or refusal by the commissioners?

The Regional Transport Commissioners decide what traffic shall be moved by road. The officers of the road haulage organisation operate the vehicles in which it is moved, and are responsible for ensuring that it is moved with the greatest practicable economy in road mileage. My hon. and gallant Friend will see, therefore, that the functions of the Regional Transport Commissioners and of the officers of the road haulage organisation are quite different and distinct, although the two organisations work in close co-ordination.
