asked the hon. Member for Central Leeds, as representing the Eccle- siastical Commissioners, with regard to the roads and by-ways on the Hampstead Garden suburb estate of the Commissioners, whether these are private roads on private estates; whether he is aware of their bad condition, from the health point of view, and what steps he proposes to take to improve these conditions for the benefit of the estate residents?

The eastern part only of the Hampstead Garden Suburb is on land belonging to the Ecclesiastical Commissioners. On the Commissioners' estate, the through roads have mostly been taken over by the local authority and are public highways; minor and accommodation roads are private roads. The maintenance of the private roads is an obligation of the lessees; the condition of some is recognised to have deteriorated; attempts have been made and are being continued to rectify the position; but the difficulty with regard to labour has hitherto prevented progress.
