asked the Minister of Aircraft Production whether, on each occasion before deciding to make any changes in the management of aircraft factories he arranged an impartial inquiry into their production position; and whether he will give an assurance that he will adopt a similar procedure in the future?

It is my practice in all such cases to have an impartial inquiry first carried out by persons, such as members of the Industrial Panel established by my right hon. Friend the Minister of Production, who are not connected with my Department. Provided the matter is not one of extreme urgency I shall continue to follow the same practice.
