asked the Secretary of State for Air whether he is aware that many settlements in connection with requisitioning by his Department on the basis of seed and labour were only accepted by the farmers under protest; and will he now agree that the new basis of loss of crop recently announced should be applied retrospectively?

In dealing with the valuation of growing crops, the Air Ministry is now guided by the recommendations of the Committee on the Principles of Assessment of War Damage (the Uthwatt Committee) of 1940 on which the Ministry of Agriculture and Fisheries was represented. It is not proposed to re-open any settlements already reached nor has any undertaking to do so been given.
