§ Mr. ButlerI have received reports of, the attendance at the London. County Council holiday clubs but I do not accept the implication in the Question that they were unnecessary or that they failed in their purpose. Experience may prompt some modifications in the arrangements and the authority will have this in mind in planning, as they are doing, to open a number of clubs during the autumn holiday. The London County Council were not consulted before the issue of circular 1596: nor did they protest. What had, in essence, been their practice for the past two years was recommended for general adoption.
