§ Sir K. WoodAs my hon. Friend will appreciate this subject is very complicated and difficult. Discussions have been proceeding with representatives of the principal public utility groups and I now propose to present to Parliament in the very near future a White Paper dealing fully with the main provisions which appear to me to be necessary. Some further discussions will be requisite to deal with outstanding technical points but I hope to be in a position to introduce a satisfactory Bill as early as possible in the new Session.
