§ Mr. Noel-BakerLocomotives cannot be used in a common pool, as wagons can. Arrangements have, however, been made both for the joint working of locomotives and for the transfer of locomotives from one railway company to another, when this is required. Under these arrangements large numbers of locomotives have been transferred since 1939 and considerable economies in motive power have been obtained.
