Mr. R. Morgan

asked the President of the Board of Education why it has not been found possible to assist the Manchester Schools' Athletic Federation to obtain clothing and footwear for the members of its constituent associations, although they have satisfied the requirements stated in Board of Education Circular 1556A, paragraph 2 (b), which they were required to do under the terms as set out in paragraph 13, referring to youth service and similar organisations not maintained by local education authorities?

Circular 1556A was superseded last August by Circular 1556E, a copy of which I am sending to my hon. Friend. It was announced in the latter circular that coupon-free loans of clothing and footwear for physical training must in future be limited to plimsolls.
