On the basis of the latest available figures, paid personnel in the Civil Defence General Services comprise roughly 1–6th of the total in England and Wales and in Scotland approximately 1–11th. The employment of whole-time personnel was, generally speaking, authorised only in the larger built-up areas and comparisons country by country are, therefore, misleading. There are striking variations region by region. In Wales the proportion of paid to unpaid personnel in the general services is roughly 1 to 22.
