HC Deb 26 March 1942 vol 378 c2192W
Major Thorneycroft

asked the Home Secretary whether arrangements can be made to form convict gangs for essential works, such as aerodrome construction, from men sentenced for offences connected with the black market?

Mr. H. Morrison

Persons imprisoned for "black market" offences will, like the rest of the prison population, be employed in prison, on work useful to the war effort. Special work of the kind proposed in respect of a particular class of offenders would not, I think, secure any advantages sufficient to outweigh the great difficulties involved.
