asked the Chancellor of the Exchequer whether any regulations have been drafted on Section 3 (5) of the War Damage Act; and, if not, when will they be ready, in view of the uncertainty of the present position?

The drafting of the regulations to which the hon. Member refers is a matter of considerable difficulty. The subject has been under constant consideration in consultation with the War Damage Commission and I am hopeful that shortly it will be possible to issue the regulations.
