asked the Financial Secretary to the Treasury in view of the recent Order whereby people may be prosecuted for wasting paper, what action will be taken in the case of Government Departments where it is proved that wastage of paper is taking place; and whether steps are being taken to ensure that Government Departments are treated on exactly the same footing as the civilian population?

The Order in question relates to used paper and is designed to ensure that it should be made available for repulping. Arrangements are already in force throughout the Government service for the collection and repulping of paper which cannot be further used.
