I assume my hon. Friend has in mind licences issued under the Food Substitutes (Control) Order, 1941. Under this Order, which came into force on 27th October, 1941, it is an offence to manufacture a food substitute except under and in accordance with the terms of a licence granted by the Minister. Each applicant for a licence is required to disclose the composition of his product and no licences have been issued in respect of any food substitute of the kind described in the Question. There is reason to think, however, that the making of the Order brought to an end the manufacture of a considerable number of products which would not have complied with the Ministry's requirements.
