§ Mr. ButlerWhen parents are unable, owing to lack of means, to provide adequate clothing and footwear for their children attending schools, application may be made to the Assistance Board or to the Public Assistance Committee. In the case of evacuated children arrangements, under the auspices of the Ministry of Health, may be made by local education authorities to supply necessitous children with clothing and footwear from voluntary and other funds.
