asked the Minister of Labour whether he is aware that a number of youth organisations are in difficulties by reason of their instructors and leaders being called up; and whether, having regard to the Government's policy of encouraging such organisations, he will direct that, when such instructors and leaders are called up for war industries they shall be employed locally, so that they may continue their youth organisation work provided, if necessary, that they satisfy the local advisory panel that their youth organisation will suffer by their removal to another locality?

I am arranging that where men or women are giving not less than 48 hours' service a month to a recognised youth organisation this will be taken into account, with other factors, in considering applications for deferment of military service or the question of transfer to work away from home.
