asked the Prime Minister why Lord Louis Mountbatten is designated Chief of Combined Operations in view of the footnote on page 2 of the White Paper on Organisation for Joint Planning?

It would no doubt be more consistent to use the word "Joint" but the term "Combined Operations" has for many years been recognised and accepted in this country as denoting operations in which two or more Services act together. There is little likelihood of confusion arising between the use of the word "combined" in the above sense and its use when applied to collaboration between two or more of the United Nations. Finally many of the Operations in question will be "Combined" as well as "Joint."
