§ Mr. Noel-BakerTo open the road as a thoroughfare for vehicles of any kind would, I understand, cause traffic difficulties at the junctions with Kensington High Street and Bayswater Road, and, for this and for the other reasons I have690W previously stated, I see no reason to change the decision already made.
