asked the Secretary of State for War whether he will end the practice or the rule under which commanding officers have power to stop a soldier's pay up to 28 days, including the allotment made to his wife and family?

The hon. Member appears to be under a misapprehension. In cases where a soldier's pay is stopped for not, more than 28 days the allowances to his wife and family continue unaffected.
