§ Mr. HicksAccording to the information available, approximately 20 per cent. of paper bags and jute sacks used for cement are not returned. With every delivery of cement instructions are given for the return of the containers and manufacturers, merchants, contractors and local authorities have been reminded of the importance of salvaging cement containers. I am considering what further steps may be necessary.
