Mr. Wootton-Davies

asked the Under-Secretary of State for the Colonies, whether, in view of a statement in the thirteenth annual report of the Amani Institute in East Africa, that the question of glycerine produced from the spent lyes from soap manufacture was a war problem which had to be solved; and, as such information could have been supplied had the Government possessed a central department for the exchange of technical information, he will consider setting up such a department?

The facilities for obtaining up-to-date information from the Imperial Institute and such Government Departments as the Department of Scientific and Industrial Research are well known to technical departments and organisations in the Colonies. Replies to inquiries on such subjects could not be accelerated and might well be retarded if they had to be forwarded through a single channel as proposed by my hon. Friend. The Imperial Institute already serves as a centre to which inquiries can be addressed, if the inquirer does not know which authority to consult.
