It is understood that the National Society of Art Masters represents the majority of teachers in schools of art and that the Association of Teachers in Technical Institutions represents the majority of teachers in technical institutions. While my right hon. Friend appreciates the facts as stated about the National Association of Schoolmasters, they cannot make a similar claim in respect of the proportion of men teachers in elementary schools.
