asked the President of the Board of Education whether he is aware that copies of the Board's Memorandum on Post-War Educational Plans were sent to the National Society of Art Masters, whose membership is under 1,000, to the Association of Teachers in Technical Institutes, whose membership is under 2,000, but not to the National Association of Schoolmasters, which has a membership of nearly 10,000; and will he explain this discrimination?

Yes, Sir. It is understood that the National Society of Art Masters represents the majority of teachers in schools of art and that the Association of Teachers in Technical Institutions represents the majority of teachers in technical institutions. While my right hon. Friend appreciates the facts as stated about the National Association of Schoolmasters, they cannot make a similar claim in respect of the proportion of men teachers in elementary schools.
