asked the Minister of Agriculture whether he will issue an order that all dogs must be on a leash after black-out time, seeing there is a great increase in sheep worrying?

Local authorities are, by virtue of the Control of Dogs Order of 1930, already in possession of power to make regulations requiring dogs to be kept under control from sunset to sunrise. Such regulations are at present in force in all county areas in Great Britain, and, therefore, there seems no necessity for the making of a further Order of the kind for which my hon. Friend is asking.
