§ Mr. BevinI have given consideration to this matter. It is impracticable under war-time conditions to maintain the Departmental records in a form enabling the payment of the contributions of which a refund is claimed to be verified without a wholly disproportionate use of clerical labour. It was for this reason that the Emergency Regulation was made and I regret that I do not see my way to cancel it.
