§ Mr. SandysBefore being discharged from the Army soldiers suffering from serious mental defects are given a period of treatment in suitable military institutions, with the object of restoring them' to such a degree of mental health as will permit of their being sent to their homes on discharge. Those who still cannot safely be cared for in their own homes are transferred to appropriate civil institutions.
