asked the Minister of Health whether the allowances for billeting bombed-out persons are assessed to cover the cost of the wear and tear thereby often entailed; and, if not, how such cost is to be recovered?

Yes, Sir. The billeting allowances payable in respect of homeless persons cover all services which the householder on whom they are billeted is required to provide, including any incidental wear and tear. Compensation may however be claimed from the local authority for actual damage caused by the billeted persons.
