asked the Secretary of State for War whether he is aware that second lieutenants, now abroad, with nearly two years' service are still awaiting promotion to the rank of lieutenant; that this is specially the case in West Africa; and whether he will take immediate steps to effect promotions long overdue?

Until the recent reduction in the qualifying period required to six months, all second lieutenants remunerated under the Pay Warrant were, in the absence of non-recommendation, automatically promoted lieutenant on completion of 18 months' commissioned service during the present emergency. If my hon. Friend will send me particulars of any cases where this is not being done I will have them investigated. On the other hand, officers of Colonial and other local forces normally continue to serve under the conditions applicable to such forces irrespective of whether they also hold emergency commissions in the British Army.
