As stated in my reply of 20th November, 1941, to my hon. Friend the Member for Bridgwater (Mr. Bartlett), I know of no new considerations which affect the main conclusions set forth in the full statement by my predecessor, circulated in the OFFICIAL REPORT of 11th July, 1940, respecting the obstacles to the establishment of universal photograph-bearing documents in a nation-wide system of registration.
