asked the President of the Board of Trade why torches requiring No. 8 batteries were allowed to be manufactured and put on the market since there is now a widespread shortage of the necessary batteries and no indication of the supply being increased?

The manufacture of torch and lamp cases designed to hold No. 8 batteries has been totally prohibited since the 7th September, 1942. The sale of manufactured torch cases is not subject to restriction or control.
