Mr. David Adams

asked the Secretary of State for the Colonies whether he is aware that the General Council of the Sierra Leone Trade Union Congress is protesting that the regulations of the Labour Advisory Board regarding classification and basic rates of pay for skilled, semi-skilled and unskilled workers have not been legalised by the Government and that many employers, taking advantage of the prohibition against strikes, are ignoring these provisions; will he recommend the Governor to authorise employers to conform to these recommendations and to authorise collective bargaining between employers and workers' representatives regarding hours of work, conditions and wage agreements; and whether minimum wage legislation, based upon the cost of living, will soon be enacted there?
