asked the President of the Board of Trade whether he is aware that, the delay in issuing the promised regulations following his warning that no towels could be obtained without the surrender of coupons is causing serious dislocation and compelling employers to break the factory law which makes it compulsory for them to provide necessary towels for the use of employees; and will he therefore issue the instructions at once?

I hope shortly to be able to give particulars of a general scheme for the provision of towels for industrial concerns. Meanwhile, I have arranged for coupons to be issued on account to any employer who is in immediate and genuine need of new towels to enable him to fulfil statutory obligations.
