asked the Secretary of State for War whether the system of recommendation for promotion by confidential report, 194 D, is regarded as satisfactory; to what extent a new system has been recently introduced; and how will it affect the previous system?

The system of recommendation for promotion by con- fidential report, 194 D, is working satisfactorily. A scheme for reporting on deserving officers who may temporarily be blocked by the lack of a vacancy in their own unit will be tried out in the New Year. This will in no way interfere with the previous system.
