The course indicated would not, 485W however, be practicable for the reasons given by my right hon. and gallant Friend the Financial Secretary to the Treasury in his reply to the Question put by my hon. Friend the Member for Wednesbury (Mr. Banfield) on the 10th April last. I am sending my hon. Friend a copy of a circular in which the position has been explained to local authorities.
