asked the Minister of Labour what are the circumstances in which workers can be called upon by Employment Exchanges to transfer their labour?

Under Regulation 58A of the Defence (General) Regulations, National Service Officers, acting on my behalf, may direct any persons to perform such services in the United Kingdom as they are capable of performing. The circumstances in which these powers are exercised vary but, in general, they are used to ensure that work of urgent national importance requiring to be done is supplied with the requisite labour and that the services of persons with special skill are properly utilised in the national interest.
