asked the Lord President of the Council whether he will alter the regulations under which the General Medical Council was constituted, so that the method of appointment of members should be by ballot of practising medical practitioners?

The constitution of the General Medical Council is laid down by statute and could be altered only by legislation for which, so far as I am aware, there is no general desire.
