Mr. A. G. Walkden

asked the Postmaster General why his Department refuses to authorise the establishment of those telephone sales representatives who, in normal circumstances, would have gained such establishment after performing five years' service but who, owing to the war, have either been lent to other branches of the telephone department or to other Government Departments; whether such refusal is in accord with the general practice adopted with regard to other grades in the Civil Service; and whether he will reconsider his decision?
