Member is no doubt referring to the agreement between the Portuguese and Japanese Governments, the text of which was recently published, and which provides not for the grant of an air base but for the establishment of a regular commercial air service between the mandated island of Palao and Portuguese Timor. I am not in a position to make any statement on this subject.
