§ Mr. ButlerIt is not known whether the terms of the agreement specifically cover the utilisation of French industrial resources for war purposes against Great Britain, but there is no doubt that a number of industrial concerns in unoccupied France are working largely for German account and are producing goods of military importance for Germany. Agreements have been concluded in individual industries.
