asked the Parliamentary Secretary to the Ministry of Food whether retailers are entitled to refuse to supply rations to their registered customers in cases when the latter have not paid for commodities already supplied; and what action his Department takes when such unreasonable conduct is brought to their notice?

Power exists for depriving a retailer of his licence to trade if he behaves improperly. The question whether a trader has behaved improperly depends upon the circumstances of the particular case. If my hon. Friend has any particular case in mind I shall be glad to look into it if he will supply me with details.
