asked the President of the Board of Trade whether he is aware that there is apprehension among the smaller cotton mill owners and manufacturers in Lancashire that the new orders in the cotton industry may penalise the small private mill owners far more than the large combines; and whether he will bear this point in mind and see that justice is done?
