§ Colonel LlewellinOwing to the shortage of sheets which then existed, a direction was issued in August last requiring the conveyance of goods from the ports unsheeted, where necessary to ensure prompt clearance, and prohibiting double-sheeting. At the same time the railways were relieved by order from liability for damage due to obedience to the direction. Any question of liability arising is a matter for determination by the Courts. The position has now, I am glad to say, so far improved that the prohibition of double-sheeting is being suspended.
