§ LORD SNELLUnder the terms of the Control of Communications Order No. 1 (1941) a permit is required for the dispatch of any postal packet from Great Britain to Northern Ireland containing any newspaper, book, or other document, whether printed, manuscript or typescript, map, plan, sketch, drawing, print, photograph, pictorial representation, postage stamps or any goods or commodities. No similar regulation exists in regard to postal packets sent from England to Scotland. The restrictions as between Great Britain and Northern Ireland are due to geographical and security considerations. The suggestion therefore that they should be applied as between England and Scotland is based on a misconception as to the reason for their application.
