This man was refused leave to proceed from the 333W United Kingdom to a destination outside it by the immigration officer acting in pursuance of the powers conferred on him by Article 2 of the Passenger Traffic Order, 1939. I have made inquiries about this case and am satisfied that it would not be in the national interest to allow this man to work on British or foreign ships.
