MorrisonA considerable amount of exploratory work has been done in connection with this matter but it is bound up with a number of major related questions such as the recently announced fire prevention scheme, and no final conclusions have yet been reached. In addition to the active numbers of the population, such factors as the character of an area, its industries and its resident population, and other factors, which it would not be in the public interest to specify, require to be taken into account.
