§ Mr. LawAll the officers and men concerned have not yet returned to this country, and I am not yet able to say when all those who have not arrived are to be expected. In the meantime, preliminary investigations are in progress, with a view to holding a court of inquiry. The constitution of the court, and its terms of reference, have not yet been determined. A court of inquiry is not normally held in public.
