Friend is aware, a court of inquiry was held in this complicated case, and the question of disciplinary. action has been very carefully examined in the light of its findings. I am advised that the legal situation is such as to preclude the possibility of compulsory stoppages from the pay of the officers concerned under Section 137 (4) of the Army Act.
